Eugene, OR (2/26/2018) —The Oregon Department of Environmental Quality has fined Rolling Frito-Lay Sales $11,265 for failing to comply with stormwater monitoring requirements at its Eugene facility. DEQ also cited the company for violations at its Portland facility.
Between Jan. 1, 2017 and June 30, 2017, the company failed to properly monitor its stormwater discharge at its Tyinn Street motor freight transportation and warehousing facility in Eugene. During that time, the company was required to monitor its stormwater for total copper, total lead, total zinc, pH, total suspended solids and total oil and grease on two occasions, but only did so once.
DEQ also cited the company, without penalty, for violations at its 189th Avenue facility in Portland. The company submitted a late Discharge Monitoring Report and failed to monitor for total suspended solids, total oil and grease, biological oxygen demand, total phosphorus and E. coli. The company failed to preserve samples reported in the Discharge Monitoring Report at the required preservation temperature, rendering the data invalid.
Without information from sampling, DEQ and the public cannot evaluate whether stormwater controls are protecting water quality.
Rolling Frito-Lay Sales has until March 14 to appeal the penalty.
