Job Summary:  Our Program Manager is responsible for managing a team of environmental professionals who oversee compliance activities for the Waste Programs Division in our Underground Storage Tank (UST) section. This includes performance measure reporting, employee professional development, mentoring, coaching, evaluations, leading process improvement projects, kaizen events, and standard work.

You will develop program goals, objectives, policies and procedures for the UST Inspections Compliance and Enforcement unit. Assist with the coordination and implementation of the federal and state programs assigned to the section by the Value Stream Manager or Division Director. The position also oversees the following areas: compliance assistance, scheduling of inspections, drafting of violation notices, information requests, and the drafting of administrative orders, coordinating formal enforcement activities including settlement negotiation meetings. The Program Manager communicates with members of the regulated community, general public, and other governmental agencies regarding compliance and enforcement issues. In addition, this position supports higher management via process improvement projects and other assignments as needed.

This position champions continuous improvement projects within the unit and recommends and implements program or operational improvements; assists in the development of goals and strategies; develops policies and procedures related to environmental inspections, enforcement, compliance and/or scientific studies; ensures the unit operations meet established time lines, objectives and associated performance measures; provides guidance and interpretation of federal and state laws/regulations related to complex regulatory situations or inspections; and manages the most complex or high profile projects or assignments.

IDEAL CANDIDATE
Ideal candidate will have:

  • Bachelor’s degree in the field of law, environmental engineering, chemical engineering, environmental management, sustainability, environmental science, environmental studies or earth sciences
  • Five years of environmental experience in a regulatory agency, consulting, or private industry
  • Three years of supervisory experience
  • Full understanding of Federal and State UST rules and statutes; inspection procedures; compliance case development and management; escalated enforcement principles; and standard work in these areas laws
  • Ability to be a highly effective communicator to a diverse group of employees, stakeholders, government officials and ADEQ customers in identifying, evaluating, and resolving problems and complex situations
  • Knowledge of staff supervision principles, including task delegation, employee motivation, team-based problem solving techniques (5 Why Analysis/Root Cause, Lean Management, and Continuous Process Improvement), and principles of performance and visual management
  • Skilled in data-based decision making and problem resolution; written and verbal communication; technical writing, research, reading and comprehension; excellent organizational and project management skills; interpersonal and time management skills
  • Experience leading continuous improvement exercises including LEAN, Six Sigma, or others
