Harbor Freight Tools USA, Inc. Case Settles for $557,636

Sacramento CA (7/30/2019) – Harbor Freight Tools USA, Inc. (HFT) is a Camarillo, California, based company that manufactures power tools, power banks, and battery chargers. HFT sold or offered for sale power tools, power banks, and battery chargers in California, from February 2013 to September 2017.

This case was the result of an investigation performed by California Energy Commission (Energy Commission) staff. The Energy Commission’s investigation and testing process identified that HFT was manufacturing and offering for sale power tools, power banks, and battery chargers containing a small battery charger system that did not meet the efficiency standard, failed the marking requirement, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To settle this matter, HFT executed a Settlement Agreement with the Energy Commission on July 26, 2019, for $557,636.13. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). HFT has also agreed to a compliance plan to discontinue some of the noncompliant products, redesign the other noncompliant models to meet the efficiency standard, add the appropriate marking, and certify all models to MAEDbS before continuing to sell in California.
