The Oregon Department of Environmental Quality has 2 full-time opportunities available for an Air Quality Specialist (Natural Resource Specialist 1).

 

Position Information:

  • 1 position will be in Eastern Region out of Bend or The Dalles, Oregon (finalist may choose work location)
  • 1 position will be in Western Region out of Medford, Oregon

The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!

You will investigate open burning complaints, document any violations observed, write inspections reports, review compliance reports, and compose necessary enforcement documents; inspect and write permits for the less complex industrial sources and make enforcement recommendations to ensure compliance with all permit conditions; and investigate general air quality complaints not related to permitted sources. In addition, you will interact with the public and commercial entities to provide basic technical assistance and to verify compliance with environmental regulations.

What are we looking for?

Minimum Qualifications Bachelor’s degree in environmental sciences, natural resources, or a closely related field, OR 3 years of experience in an environmental science or natural resources field.

 

Candidates who are most competitive will also reflect the following:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Experience with air discharge or other environmental permits and sources of pollution,
  • Experience with open burning of waste, including pollutants emitted and its regulations.
  • Demonstrated proficiency in MS Excel and Word; demonstrated experience maintaining databases
  • Experience in providing technical assistance to industry, public, and governmental agencies on environmental laws, procedures, and issues.
  • Experience investigating air quality or other environmental complaints, documenting violations, writing inspection reports, reviewing compliance reports, and writing enforcement documents.
  • Excellent verbal and written communication skills; demonstrated ability to write reports and letters that are easily understood by the public.
  • Experience in providing excellent customer service and the ability to deal diplomatically with upset or adversarial stakeholders in person and on the phone.
  • Excellent math skills; demonstrated ability to perform emissions or production calculations.

This position will be based out of the DEQ office for its respective region, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

 

There will be frequent travel for fieldwork, assessments, meetings, conferences, trainings, and public hearings, some of which may involve evening work and/or overnight stays. During field work, there is the potential for exposure to pollutants, chemicals, contaminated soil and water, airborne contaminants, inclement weather, fall or tripping hazards, stairs, and substantial walking.
