The Oregon Department of Environmental Quality has a full-time opportunity for an Air Toxics Project Manager (Environmental Engineer 3) in Portland, Oregon.

The Cleaner Air Oregon program at DEQ has lead responsibility to ensure the accurate identification, assessment, and the reduction of air toxics using health based standards. This section is responsible for supporting completion of air toxics risk assessments and the determination of permitting and reporting requirements for sources assessed under program rules. This section is primarily responsible for implementation, support, and coordination of an air toxics program in coordination with regional offices, including ongoing risk assessments, policy and guidance development, training, rule and statute revisions, performance monitoring, and oversight of the air toxics program. What you will do!

You will serve as an Air Toxics Project Manager and Permit Writer for the Cleaner Air Oregon section at DEQ. You will be responsible for overseeing the development, completion, and approval of air toxics inventories, risk assessments, and risk reduction activities at the largest and most complex sources (ACDP and Title V) in the Air Quality program. Working with other technical staff, you will have overall project responsibility for all phases of the emissions identification and risk assessment process, including review of emissions and control devices, and finalizing modelling and other inputs affecting these assessments. You will independently perform and oversee reviews of facility process flow diagrams, control devices, pollution reduction activities, and associated engineering documents, and develop and draft permits and permit conditions to formalize any reduction requirements or other limitations. In addition, you will serve as a technical resource for internal and external stakeholders on air toxics risk assessments, inventory and emission control technologies, and other issues related to assigned sources.

What are we looking for?

Minimum Qualifications:

  • 4 years of engineering experience and a Bachelor’s degree in an engineering field, such as environmental, chemical, civil, or mechanical (or an equivalent combination of education, training, and experience).
  • 2 years of experience in an environmental protection/control program.
  • A current PE. If you are currently registered as a professional engineer in another state, you must be able to obtain your Oregon registration within 6 months of employment in order to retain this appointment.

Candidates who are most competitive will also reflect the following:

  • Advanced environmental, science, or engineering education.
  • Expert experience and knowledge in source operations, pollution control devices, and industrial emission processes; compliance inspection methods; and source permitting.
  • Ability to correctly interpret air toxics emission information and toxicity data.
  • Understanding of the principles of pollution control; understanding of the human health risk assessment protocols for point sources, including the completion of emissions inventories and modeling work that supports the assessment.
  • Ability to work in a team environment and lead a team effort.
  • Excellent verbal and written communication skills; experience communicating complex technical information effectively and clearly with a range of diverse internal and external stakeholders.
  • Ability to write clear and concise reports describing complex investigations, evaluations, and regulatory determinations.

Working Conditions:

Work is performed primarily in a professional office setting. Physical outdoor activity involved during field activities may include adverse weather conditions and exposures to soil, water, fumes, and airborne contaminants. In addition, field activities may involve fall or tripping hazards, climbing of stairs, kneeling, crouching, and substantial walking. There will be occasional travel on State business for fieldwork, assessments, meetings, training, conferences, and public hearings, some of which may include evening work, weekend work, and/or overnight stays.
