Job Description
The Department of Environmental Quality’s Division of Water Planning, Office of Water Supply seeks a qualified applicant to provide seeks a qualified applicant to provide managerial, technical and programmatic expertise and oversight to the Water Withdrawal Permitting staff to ensure statewide program effectiveness and consistency. The selected candidate will establish and maintain regulations, policies, procedures and processing documents to ensure regulatory compliance with the State Water Control Law; serve as technical resource for permitting staff and their activities for both the groundwater and surface water portions of the Water Withdrawal Permitting Program; provide permitting guidance and technical review of all permitting activities to include conducting pre-application meetings, explanation of regulatory requirements associated with groundwater and surface water withdrawals, working with permittees to resolve permit processing and monitoring issues while promoting fair and consistent application of guidance, policy and the regulations; ensure that permitting activities appropriately consider Office of Water Supply priorities in the areas of water withdrawal compliance, water supply planning, environmental data analysis and modeling, and groundwater characterization.
Minimum Qualifications
Qualifications: include knowledge of state environmental regulations and statutes related to groundwater and surface water withdrawals. Key competencies include:

• Leadership experience
• Water Withdrawal Permitting or other environmental permitting process
• Hydrologic time series data analysis and modeling
• Environmental science, engineering and hydrological principles
• Technical & legal requirements of the Clean Water Act & Groundwater Management Act
• Experience dealing with public inquiries and conducting public meetings
• A valid driver’s license is required.

Preferred Qualifications
Qualifications preferred but not required: Graduation from an accredited college or university with major course work in environmental or civil engineering, environmental planning or natural science, or combination of work experience and education demonstrating an equivalent technical background.
