Purpose of Position

Why does the job exist?

This technical staff position is responsible for performance of professional engineering oversight and management assistance of remedial actions at Superfund sites. This position will be responsible for for professional engineering review of grant agreements, facility plans, engineering and construction contracts, interim and final construction inspections and requests for change orders for publicly funded remedial construction projects. As a professional engineer, the position will also be responsible for independent review of plans, specifications and other technical engineering documents. This position will also assist the Bureau, Program Manager and Team Leaders with special projects, rulemaking, outreach, grant development, and grant management. The position is secondarily responsible for field inspections and investigations of environmental contamination for evaluation through the Hazard Ranking System (HRS) to determine Superfund eligibility.

How does it get done?

This position specifically provides engineering expertise as relates to design and implementation of remedial systems at Superfund sites. As a professional engineer, review preliminary engineering reports and construction plans and specifications in light of the standard for professional engineering practice and adopted guidelines.Provide engineering oversight and management assistance at sites to be potentially proposed for listing or already listed on the NPL. Design and direct high-quality environmental investigations (including the installation of soil borings, soil vapor points, and ground water monitoring wells; description of geologic materials; and sampling of geologic materials, soil vapor, indoor air, and ground water) at technically complex sites to evaluate actual and potential impacts to public health, natural resources and the environment.Manage the planning, design and construction phases of Superfund remedial projects. Coordinate the performance of environmental investigations at sites being evaluated by the NMED under the Superfund program, including the development of project schedules and work plans; scheduling of contractors; direction of project staff; and acquisition of approvals for site access. Develop clear and concise work scopes for contractor services and obtain cost estimates in accordance with contract terms. As necessary, meet with communities and community leaders, consulting engineers, contractors and regulatory personnel to develop and implement cost effective and sound solutions to environmental contamination problems. Assist program management team with grant development and management. Assist with training of staff on program and department policies and procedures. Conduct peer review of deliverables for technical accuracy, completeness, and consistency with the Sections¿  (CERCLA, NCP, CLP, and SOS SOP, QMP, & QAPP).

Ideal Candidate

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and six years engineering experience, two years of which must be as a Licensed Professional Engineer. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing. Superfund experience is preferred

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and four (4) years of engineering experience. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing.

Working Conditions

Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.

Work will primarily be performed in an office setting during normal working hours. This position will require extended periods of sitting, typing, and reviewing documentation, working with a computer and talking on the telephone. There may be repeated bending, squatting, and walking in the building. In-state travel, including some overnight travel is required. Outdoor field work is required in all types of weather conditions.
