Description

The Department of Environmental Quality (DEQ) is hiring a program manager for our Kellogg Office to supervise DEQ’s, on-site responsibilities for the Bunker Hill Superfund Site.
Example of Duties
  • Plan, manage, and evaluate remediation projects associated with the Bunker Hill Superfund Site.
  • Participate in budgetary, contractual, and programmatic decision-making.
  • Develop long-range project and programmatic plans for the Bunker Hill Superfund Site.
  • Review documents, technical comments, and recommendations to ensure regulatory consistency.
  • Manage technical teams, including engineers, scientific experts, and construction contractors, to investigate and remediate sites at Bunker Hill.
  • Provide long-term oversight of remedial construction and removal actions.
  • Ensure that health, safety, and quality assurance/quality control measures are followed by DEQ personnel and contractors.
  • Partner with the Panhandle Health District to implement the Institutional Controls Program and the Lead Health Intervention Program.
  • Hire, train, evaluate, and manage internal staff.
  • Serve as the Bunker Hill on-site project representative, including communicating project information, participating in site tours, answering questions from stakeholders and media, coordinating with local jurisdictions that interact with remedial teams, and supporting local activities.
  • Attend and participate in meetings, speaking engagements, conferences, work groups, public hearings, and discussions with the federal government, contractors, and mining companies.
  • Help stakeholders understand and comply with state and federal environmental rules through outreach efforts, in coordination with the DEQ State Office and Coeur d’Alene Regional Office.
Minimum Qualifications
Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR, education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or full-time work experience managing and implementing, projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development for at least two (2) years can substitute for one (1) year of college; AND, At least (8) eight years’ professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public; OR, Possession of a Master’s degree in the sciences or related field and at least five (5) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.

Specialty Minimum Qualifications (required for this position):

  • DEQ 5639 – CERCLA: Considerable knowledge of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full time work experience in CERCLA processes, projects and programs, including investigation, risk assessment and remediation of hazardous substance and/or radionuclide releases, records of decision, remedial design, remedial action, five year reviews and engineering evaluations/cost assessments; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
  • DEQ 3116 – Remediation: Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
  • DEQ 5217A – Supervision: Successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver’s license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to lift and carry up to 30 pounds over rough terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Ability to work on elevated instrument platforms, ladders, etc.
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • May work in vicinity of loud noise
  • May come into contact with hazardous waste/materials
