Job Description:
Manages the Sugar Land Laboratory within the Water Quality Planning Division of
the Texas Commission on Environmental Quality (TCEQ). Manages the daily
activities and operations of the section to include assigning workloads and priorities
and developing and implementing systems to track laboratory processes and
agency performance standards. Ensures resources are appropriately allocated to
meet and/or exceed performance measurements and goals within the division.
Oversees laboratory quality systems (including maintenance of necessary National
Environmental Laboratory Accreditation Conference (NELAC) accreditations),
sample analyses, various technical projects, procedures, and reports; oversees
other laboratory operations; and assures efficiency and quality of work products.
Completes and oversees completion of personnel management functions, to include
interviewing, hiring and developing staff, performance management, ensuring
compliance with EEO/ADA objectives, etc. Provides technical and programmatic
recommendations to management and technical staff regarding lab functions.
Prepares management reports, analyses, correspondence, and related materials to
keep management informed and to respond to issues. Communicates with
management on emerging and significant issues. Consults with internal and
external customers concerning lab products, projects, and services. Participates in
the development of the section’s budget. Reviews budget reports provided by the
division budget liaison or analyst regularly to ensure funds are being spent.

Minimum Qualifications:
Experience in the management of a business function, division, or department
relevant to assignment.
OR Graduation from an accredited four-year college or university with major course
work in a field relevant to assignment (COPY OF OFFICIAL TRANSCRIPT REQUIRED
WITH APPLICATION).

Preferred Requirements:
Bachelor’s degree in Chemistry from an accredited college or university.
Experience supervising professional and/or technical staff, including performing
personnel management functions
Experience performing and/or managing laboratory analyses, quality
assurance/quality control activities, and/or laboratory accreditation evaluations.
Special Requirements:
Moving up to 20 pounds of paperwork, files, and informational materials.
Traveling up to 10% of the time.

Condition of Employment:
