Description
The Department of Environmental Quality (DEQ) is hiring a regional engineering manager for our Pocatello Regional Office. This position will mentor staff engineers and supervise their development for future professional advancement as well as review and approve engineering documents.

Example of Duties
  • Manage staff performance to achieve annual performance measures and objectives within negotiated budgets.
  • Coordinate with the program office to identify priority initiatives, negotiate budgets, negotiate performance measures, and direct resources accordingly to achieve programmatic goals.
  • Direct and supervise activities to ensure compliance with applicable state environmental rules and laws including complaint investigation, routine inspections, permit issuance, and review and approval of engineering plans.
  • Negotiate formal and informal resolutions to violations of rules and laws with appropriate and applicable compliance tools such as enforcement referrals, notice of violations, consent orders, compliance agreement schedules, and civil complaints.
  • Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.
  • Promote DEQ programs and services such as the grant and loan program to encourage improvements of public utilities for increased public health and reduced environmental impacts.
Minimum Qualifications
Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;

AND Valid Driver’s license.

Experience: coordinating with State and local government operations in one of the specific engineering specialties described below; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and related correspondence; reviewing engineering analysis; making oral presentations to groups relative to the merits of engineering applications.

Specialty Minimum Qualifications (required for this position):

  • DEQ 2883 – Water Quality: Experience applying engineering principles in the following aspects of Water Quality Protection: PUBLIC DRINKING WATER (chemical treatment and stabilization of drinking water/groundwater, well design, well construction, and hydrogeology, treatment of surface water for public drinking water supplies;) MUNICIPAL & INDUSTRIAL WASTEWATER (physical, biological and chemical treatment of wastewater, facility planning grants, and state revolving fund construction loans;) SOLID WASTE (activities related to solid waste and biosolids management;) SURFACE & GROUNDWATER PROTECTION (permitting, permit certification, storm water and pretreatment, materials and standards, flow analyses, collection and distribution and cross connection control;)DRINKING WATER & WASTEWATER DISINFECTION AND DISINFECTION BY-PRODUCTS (disinfection of water and wastewater and wastewater by-products.) To meet this specialty you must have a combination of approximately four years of post-licensure experience in at least two of the five areas listed.
  • DEQ 5217A – Supervision: Successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver’s license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to lift and carry up to 30 pounds over rough terrain
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • May work in vicinity of loud noise
