The Oregon Department of Environmental Quality has a full-time opportunity for a Tanks Operations and Data Analyst (Operations & Policy Analyst 2) in Portland, Oregon. This position is limited duration with the potential of becoming permanent pending budget and Legislature approval.

The Land Quality Division supports the agency’s mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state’s underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters. What you will do!
You will be part of a team to plan and implement the Underground Storage Tank program’s part of the new agency-wide environmental data management system called Your DEQ Online. You will implement changes to reporting and invoicing forms, web pages, information management systems, policies, and procedures by analyzing requirements. You will evaluate operations, identify process improvements, and work with managers and staff to develop and implement procedures and processes to further program objectives. In addition, you will serve as the program’s expert on program reporting by understanding and explaining laws, rules, policies, and procedures, while updating and improving programs’ budget tracking related documents.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, finance, political science, or a related degree, AND 2 years of professional-level evaluative, analytical, and planning work (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
- Demonstrated experience in natural resource program analysis.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; professional level writing, public speaking, and presentation skills.
- Advanced knowledge of all MS Office products (including Visio) and Adobe; intermediate knowledge of SQL databases and Geographical Information Systems.
- Intermediate policy and financial analysis skills and experience.
- Experience with data visualization, document management, document design, and document layout.
- Experience with program implementation, including evaluating operations, identifying process improvements, and developing and implementing procedures and processes.
- Experience with data management system implementations.
Most work is performed in a professional office setting. There will be occasional travel required to attend meetings, trainings, conferences, and underground storage tank facilities.
