Description

This position is also available as a lateral transfer opportunity to employees within the Engineering Specialist state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Environmental Permit Specialist I – V series.

Assists in writing routine Municipal state and Texas Pollutant Discharge Elimination System (TPDES) permits and participates in other permit-related activities for the Texas Commission on Environmental Quality (TCEQ). Prepares routine TCEQ and TPDES municipal individual and/or general permits and/or authorizations in accordance with state and federal rules, policies, and guidelines; and which consist of applications for renewal or amendment of industrial/municipal wastewater permits. Assists in communicating basic information concerning permits and the permitting process to applicants, agency staff, the public, and the regulated community; attends meetings, and responds to telephone calls and letters received by the program. Assists in responding to comments on assigned permits and in preparing responses to comments documents; revises permit, and other documents as needed. Assists with administrative special projects as assigned. Participates in the resolution of routine contested permit applications by assisting senior staff or the team leader in alternative dispute resolutions, attending public meetings, and assisting in the preparation of expert testimony for public hearings before an Administrative Law Judge or the Commission.

Special Requirements:

Moving up to 30 pounds of equipment/files.

Traveling up to 5% of the time for activities such as site visits and inspecting facilities. Travel to participate in contested case items.

The agency will review the applicant’s driving history in connection with the use of a vehicle in the performance of the job.

Qualifications

Minimum Qualifications:

Environmental Permit Specialist I: A bachelor’s degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

Environmental Permit Specialist II: A bachelor’s degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION), plus one year of full time experience in performing engineering, technical, or related work in environmental permitting or control activities.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

OR

A master’s degree in the specified fields from an accredited college or university. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

CAREER LADDER PROGRESSION

One year of full-time experience at TCEQ as an Environmental Permit Specialist I.

Environmental Permit Specialist III: A bachelor’s degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field (COPY OF OFFICIAL TRANSCRIPT REQUITRED WITH APPLICATION), plus two years of full time experience in performing engineering, technical, or related work in environmental permitting or control activities.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

OR

A masters degree in the specified fields from an accredited college or university may substitute for one year of the required experience. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

OR

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

CAREER LADDER PROGRESSION

One year of full-time experience at TCEQ as an Environmental Permit Specialist IV performing work consistent with the examples of work performed.

Condition of Employment:
