Description

This position is also available as a lateral transfer opportunity to employees within the Engineering Specialist state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Engineering Specialist III series.

Review plans, specifications, and engineering reports for new or modified public water systems to ensure compliance with applicable regulations for the Water Supply Division of the Texas Commission on Environmental Quality (TCEQ). Performs complex engineering work conducting reviews and evaluations of various highly involved water system plans, specifications, and engineering reports to ensure compliance with federal regulations and state standards; prepares related correspondence. Provides complex technical assistance and rules interpretation related to engineering design; consults with others on rule interpretation upon request; provides assistance to consulting engineers, water system operators, and the public. Assists with development of a list of ranked projects submitted by prospective loan applications of the Drinking Water State Revolving Fund; coordinates ranking with the Texas Water Development Board; maintains files related to project ranking. Coordinates with other engineers, attorneys, board members, district directors, and others from local, state, and federal agencies to exchange information necessary for processing public drinking water plans and specifications; assists in the development of internal guidance documents and standard operating procedures. Participates in and conducts special projects involving complex evaluation as assigned.  Coordinates with engineers, board members and local, state, and federal agencies to gather information necessary to complete projects.

Special Requirements:

Moving up to 20 – 30 pounds of files, plans, and specifications.

Traveling up to 15% of the time for activities such as out-of-town meetings and training.

The agency will review the applicant’s driving history in connection with the use of a vehicle in the performance of the job.

Qualifications

Minimum Qualifications:

A bachelor’s degree in engineering from an accredited college or university, plus two years of full-time engineering experience. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

An Engineer-in-training (E.I.T.) certificate will substitute for six months of the required experience.

A master’s degree in engineering, environmental science, or related fields from an accredited college or university may substitute for one year of the required experience. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

A doctorate in engineering, environmental science, or related fields from an accredited college or university may substitute for two years of the required experience. (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION)

Preferred Qualifications:

Experience in reviewing or preparing public water system and/or utility plans and specifications.

Condition of Employment:

TCEQ will verify Selective Service registration for males born on or after January 1, 1960. If exempt from Selective Service registration selected candidate must provide proof of exemption on first day of employment.
